Health System Overview
Lebanon’s healthcare system, though recognized for its high standard of medical care, faces a unique set of challenges that require a tailored approach. The Lebanese healthcare sector is well-regarded in the region for its skilled medical professionals and world-class facilities. The country has long been a regional hub for medical tourism, attracting patients from neighboring countries seeking advanced treatments. This is a testament to the expertise and capabilities within the system, from highly specialized surgeons to cutting-edge medical technologies.
Challenges
However, despite these strengths, Lebanon’s healthcare system struggles with several systemic challenges that hinder its ability to consistently deliver optimal care to all citizens. These challenges include financial instability, fragmented healthcare delivery, and inefficiencies in cost management. The system’s reliance on private healthcare providers has created disparities in access to care, with the public sector often underfunded and overstretched. Furthermore, Lebanon's healthcare financing model is heavily dependent on a combination of out-of-pocket payments and insurance coverage, which places a burden on individuals and families.
A critical issue in Lebanon’s healthcare system is the lack of a unified approach to healthcare funding and regulation. This fragmentation has led to inefficiencies in resource allocation, resulting in disparities in the quality of care provided across the country. While the private sector provides state-of-the-art facilities and advanced medical care, the public sector often struggles with outdated infrastructure, underfunded institutions, and limited access to essential healthcare services for marginalized populations.
In addition, Lebanon’s healthcare system suffers from a lack of comprehensive data collection and healthcare management practices. The absence of a centralized electronic health record (EHR) system across hospitals and clinics limits the ability to track patient outcomes, optimize resource use, and implement evidence-based practices. This fragmentation leads to duplication of services, inefficiency, and delays in patient care.

Our Role
Our contributions have been integral to reshaping healthcare through comprehensive training, accreditation standards, and costing methodologies. Over the years, we have developed and delivered specialized training programs aimed at strengthening the leadership capacity of healthcare professionals across the country. Our workshops have reached hundreds of healthcare leaders, equipping them with the necessary skills to navigate the complex landscape of healthcare management.
Our role as the national auditor for the Ministry of Health (MoH) on healthcare standards has allowed us to deeply influence the quality assurance mechanisms within Lebanon's healthcare system. By conducting audits and evaluations, we’ve ensured that institutions comply with national standards, enhancing service delivery and patient safety.
A pioneering initiative led by Gates in Lebanon involved a comparative study of procedure-level costing, focusing on a critical analysis between flat-rate pricing models and fee-for-service structures. This research has provided valuable insights into the financial sustainability of healthcare providers, identifying inefficiencies and cost-saving opportunities. The findings of this study have been shared with healthcare policymakers, leading to recommendations for reforms aimed at improving both the economic sustainability of the system and the quality of care provided to patients.

Through our commitment to capacity building, policy advising, and introducing evidence-based solutions, we aim to support the Lebanese healthcare system in overcoming these challenges. As part of our work, we advocate for the adoption of integrated healthcare management models, improved financial sustainability through strategic cost controls, and the development of a unified approach to healthcare regulation and service delivery.
